Few classical stories and events come across while giving and issuing Advisories to the farmers , state and Sugarfactory authorities.

After the establishment  of Epiricania  melanoleuca in different sugar factory areas of Gujarat State ,the authorities   of certain Sugar factories asked  me a question that what action you are taking against them who are resorting the Aerial spraying in  sugarcane crop against Sugarcane Pyrilla in their areas  inspite of your advice not to conduct aerial spraying in Sugarcane crop against Sugarcane Pyrilla as the parasitic Epircania  melanoleuca will take care of Sucarcane Pyrilla .I answered them that we don't have judicial powers to take any legal action against them .we are advisory body we can  only give  them advice and it It is up to them in what way they can take the benefit of  our  advice and technology. In this connection I also wrote a letter to the Chief Secretary Gujarat to issue necessary instructions  to the respective authorities   and then the Instructions were issued to them for follow up the action. By this way the aerial spraying against Sugarcane  Pyrilla  was  stopped  in Gujarat state and since then crores of rupees of Govt exchequar of Gujarat state is saved every year . Mean time the post of the Aviation Adviser of Gujarat state  has been abolished since then.
2. Indiscriminate Trash burning  in sugarcane crop in the Sugarcane growing areas of Gujarat state where the incidence of Sgarcane Scale insect  was also noticed was stopped on my advice.
3.Recently the  farmers were advised to stop trash burning practice in Rice and wheat crop in certain NCR areas of Punjab  and Haryana state  causing the  air pollution  .
4.The state and Central Govt is giving certain incentives for stubble  management to avoid air pollution.
5.policcy decisions were taken  to provide  canal water in April and May  for irrigation for synchronous and early sowing of cotton crop to avoid certain pest problems.
6.Considering the problem of ground water now the farmers are being motivated to avoid rice and wheat rotation of  cultivation and to follow and the cultivation af Maize and Pulses like Tur instead of rice  which require more water.

Ram Asre --- As an IPM Or Plant Protection Adviser

I have already described on several occasions that Agriculture  is  a  state subject the activities related with the Agriculture are falls under the purview of the States and Union Territories but the Plant protection is placed in the concurrent list of the Constitution of  India for which the Central Govt has an advisory and Co- Ordinating role including training apart from being directly  responsible for Plant Quarantine under DIP Act 1914 ,implementation of Central Insecticides Act 19 68 and its rules 1971,Locust Control  in Sceduled Desert  Area .One of the main responsibilities entrusted with the Directorate of plant protection ,quarantine and Storage  under Central Sector is to introduce innovative and advance technology such as IPM  through its field stations called as Central IPM Centres  located in various states of the country.amd U T
. Dte of plant protection,quarantine and Storage is an appex  Advisory body to give advice to the central and states Govts,farmers and all other stakeholders related with plant protection  and IPM.
    I have worked  38 Years in the Dte of plant protection,quarantine and Storage .During this period I served in Biocontrol,Pest Surveillance,Plant quarantine,Locust control and research ,Central Insecticides Laboratory Faridabad and gained experience related with these Schemes .I served as Scheme head at Head quarters and as Head of the Offices at sub stations of the Dte.I performed  my  Advisiry roles indifferent  posts and their duties assigned to me .Based on the knowledge gained  of field, laboratory,  extsntion work ,policy, administrative  work and liaisoning with national and international agencies and personalities  ,farmers ,extension workers and other stakeholders of IPM  the following  milestones  were achieved  through my advisory role as  Plant Proection Adviser or IPM  Adviser right from beginning  of my service carrier to the superannuation ie From 2.2.1978 to 31 .1 .2016.

1.The aerial spraying on sugarcane  crop against Sugarcane Pyrilla has been stopped due to introduction of an ectoparasitoid Epiricania melanoleuca in Gujarat state  and the post of Avation Adviser of Gujarat state has been  abolished.
2.Bardoli sugarfactory of Gujarat state,Simbhaoli sugarfactory of U P state and Cotton cooperative Federation  Ahemdabad  have established their own biocontrol laboratory for mass breeding of biocontrol agents for their areas .
3. I P M has been included  in the package of practices  of the different states .
4.Pest Advisories issued  regularly  helped  to  the  states  for making the advance pest Managent strategy.
5.e pest Surveillance and e locust surveillance systems were started by various State Govts and Indian Licust warning Organization.
6.Based on the intensive Rapid Roving Surveys for Apple Scab disease in Ksshmir valley in 1982 and advice  given  about the pesticides application Schedule on Apple  orchards the state Govt have started to call Officers  from CIPMC for making and finalizing the pesticides application  scheduled for Apple Orchards in Kadhmir Valley.
7.Import of Garlic From Pakistan through Attari bagha border has been stopped.
8.CIB and R C has banned several  harmful pesticides.
9.Consumption of biopesticides is remained increasing trend since 2oo8 whereas the use of the chemical pesticide has decreased drastically.
10.Grow safe Food Campaign has been adopted by  the  states.
11. Sikkim has emerged as an Organic state.
12.Advisories issued helped to combat the emerging pest problems such as Yellow rust in wheat from 2010 to  2016 in northern wheat growing states,Swarming Caterpillar in Rice crop in Odisha from 2010 to 2014- 15,Cotton white fly in Punjab state during  in 2015 - 16,Ambrosia  psilostachya weed in Karnataka state ,Red hairy Caterpillar in Tamil  Nadu ,Longia disease in Coriander crop in Haroti area of Rajasthan ,Tuta obsoluta in  tomato crop in Maharastra ,Tamilnadu,karnataka and Andhra pradesh states  etc .

As I have already described  on several occasions that IPM is a concept not a method .

which includes several methods of the pest management.

The concepts are always changing as per the our priorities,needs,desires ,considering  other new aspects etc. and changing the themes of the concept. Similarly the concept of the plant protection ,pest management,or Integrated Pest Management have changed on several occasions. As in plant protection  its concepts and themes were changed on different  occasions . During  Green Revolution the pest management was done through prophylactic use of the Chemical  pesticides .Later on the pest management  judicious  use of the chemical pesticides based on strict pest Surveillance  and monitoring was advocated considering the  need of the reduction of the use o the chemical pesticides. Later on the concept  of  total plant Health Management based on Agroecosystem Analysis (AESA) was introduced as AESA based IPM which is again changed as Total Crop Management with Systematic  Approach including appropriate methods of  crop Management. The new concept  of Climate  Smart Agriculture etc have also been introduced.

43.Nature is unpredictable hence an advance planning, preparation, and strategy is a way for combating the pest problems.

41.IPM Is related with nature and society .water and soil are the main  natural  resources which are used as Agriculture inputs to grow crops.Our health,health of water and soil are also related with each other.Safe food is the basis of the healthy life.Our day to day activities harms the nature and Environment which finally  affects our life.We all are responsible  for Environment, soil and water pollution due to over use of these natural inputs or natural resources or misuse of thse  natural inputs. We are also having solution for thse types of pollution. Let's conserve thse natural resources. Let's not harm  them or destroy  these.Lets realize their benefits and loss  and educate aware and motivate others to  conserve thse natural resources through our self involvement. Use natural resources judiciously .Let's not destroy nature and its creatures and resources. Conserve nature to adopt IPM.
42.water is another an important  natural input for the cultivation of crops .Rain water and canal or tube well water ,pond and river water are  used for crop cultivation .In our country only 45 percent cultivated land is irrigated and rest 55 percent is rain _ fed.There is need to make more land in irrigation.Agriculture is the main user of water.Now the water is reducing  both quantity and quality.Lets use water judiciously  while doing crop cultivation by following the  principle of per drop more crop.Lets not waste water.All the organisms on the earth take input in only required  quantity but human being is using the inputs in extra quantity.We are wasting water .Let's not waste water and conserve it for future use.
