1.No change in pro chemical pesticidal mindset of the IPM stakeholders.
2.IPM was implemented as rocket Science .The inputs used in implemting IPM could not be made available at the doorsteps of the farmers at the time as and when they were required because they require big sophisticated laboratories for their production .They also could not be stored for long time because of their short life.Due to above reasons no any private entepreuners have come up for their industrial production of these IPM inputs.
3.No much efforts were made to enhance the fertility of soil throgh enhancment of quantity or population of microorganisms and micro nutrents and organic carbon in the soil.
4.Very few efforts were made to conserve biodiversity of agroecosystem though several ecological engineering trials wre conducted to conservation of beneficial fauna in agroecosystem.
5.Monocropping was promoted.
6.Indiscrinate use of chemical pesticides could not be stopped as the farmers could not developed confidence and faith among themselves on non chemicalpesticidal methods of pest management in farming system .
5.IPM scheme was considered as a neglected scheme though all the schemes of the Dte of Plant Protection, Quarantine and storage are the components of IPM .All the schemes of the Dte must work in coordination not in issolation as they are the components of IPM.IPM methods do not work in issolation as they are coexistent with each other.
6.Lack of willingness to promote IPM among policy makers and beaurocrates.
7.Any Scientific concept must be changed as per the social,economical, environmental,natural ,ecological ,biological political global and local needs.Regular refinement and change in any scientific concept is essentially needed.No much efforts were made to change the concept of IPM through including new methodsrequired by the soland society.
8. Lack of creation of confidence among IPM stakeholders on non chemical methods.
9.Farmers are in form believe that chemical pesticides are only panaecia to control the pest population.We have to break this faith on chemical pesticides from the mind of the not only the farmers but also from the mind of the few extention workers who did not understand the real theames and actual concept of IPM.IPM is not only the management of pests but it is also the management of natural, ecological,biological sociological ,political andsinostrative aspects of present and future.
9.Lack of advance planning and preparation.some times the IPM implementation is delayed and presowing practices are neglected.The planning and preparation must be done before commencement of the crop season.
10.There is need to include the practices and inputs of Natural farming also and exclude the use of chemical pesticides and fertilizers while implementing IPM to enhance the fertility of soil and conservation of biodiversity in agroecosystem.
11,.Deshi seeds were ignored and were converted in to hybrid seeds.A chain of industries of chemical pesticides and fertilizers was made in the country with their popularity and large scale advertisement,through electronic and print media with attractive prizes to the farmers .This could not help in reducing the use of chemicals in farming .Efforts were also not made to pass on the tradditional knowledge of farming to the new generation of farming community.
12. National IPM programme was made by merging of three already existing schemes of Dte of PP,Q&S in 1991_92.These schemes were Plant protection,Pest Surveillance and Biological Control of crop pests and Weeds. While merging these schemes the merger of the mandates and activities of these schemes was also made as such without refinement , revsion , selection ,and inclusion or addition and deletion of new activities .While merging these schemes the complete package of the activities of plant protection was placed in one station which was renamed as Central Integrated Pest Management Centre(CIPMC).No special activity related with enhanement of fertility of soil, enhancment of quantity of the microorganisms,micronutrents ,organic Carbon,Humus and biodiversity of agroecosystem was included while making National IPM Programme and also no traddional activities and methods of Farming related to above purpose were included in IPM which was very essential.However few IPM stakeholders and policymakers could not understand that IPM is not only related with plant protection but it is also related with all aspects of life ,nature and society.IPM is a skill development and awareness creation programme about the ill effects of chemical pesticides and fertilizersand very few efforts were made in this direction.Originally the National IPM Programme was a three tier programme which include the making of masters trainers among the central and state extention officers through conducting of season long training programmes using central and FAO or UNDP experts , to popularise IPM among state extention officers and farmers to make a contigent of IPM experts in state Extention officers and farmers by way of conducting IPM Farmers field schools now these trained Farmers in turn will organise farmers tofarmers IPM Farmers Field Schools to popularise IPM in big way Ong the whole farming community.This farmers to farmers IPM Farmers field schools could not be organised which broke the chain of mandate of National IPM Programme. The main objective of IPM was to produce chemical pesticidesr residue free agricultural produce for which the assessment of residue of chemical pesticides among the agricultural produce of IPM and nonIPM fields could not be made.Later on, on demond of importing countries the assessment of residue of chemical pesticides in the exportable agriproduce have become mandatory. For this purpose a scheme Monitoring of pesticides residue at national level was made tomonitor pesticides residue in exportable commodities was started during 2006.
13.Restoration of damaged ecosystem damaged due to indiscriminate use agro chemicals was not given much importance.
14.Financial assistance was given to states to construct lPM labs for the production of IPM inputs but it is noticed that thse laboratories are used as office bulidings in few states.
15.It is also observed that unfavurable Govt policies also hinders the IPM policies.Let's also abide the International policies related with national and international Trades.
16.Almost all the central and state depts are under staff .Most of the state depts are asigned multiple duties with least importance to IPM .
17.Pesticides dealers are not adequetly trained about use of chemical pesticides.They are popularising the indiscrinate use of chemical pesticides instead of reducing their use.
18.Differemt IPM stakeholders understood the IPM in their own ways leaving behind the actual themes and principles .
19.Chemical pesticides must be used or applied by the trained acridated pesticides operators not by the farmers.
20.When we can manage Corona without medicine we can also manage the pest population without use of chemical pesticides.
