DUTIES BEING PERFORMED AS JOINT DIRECTOR (ENTOMOLOGY) AND ADDITIONAL PLANT PROTECTION ADVISER (IPM)

·                     To assist the Plant Protection Adviser to the Govt. of India in formulating and implementing
             policies, programmes and schemes of Plant Quarantine, at regional, national and International levels.
·                     Formulation and implementation of Plant Quarantine Programmes, policies and schemes (foreign
           and domestic) including post entry quarantine at national and international levels and supervise and                 guide the functioning of Plant Quarantine Stations.
·                     Liaison with research and developmental organizations, institutes and universities for introducing
 Advanced/innovative technologies and procedures in the field of Plant Quarantine.
·                     To assist the Plant Protection Adviser in policy planning for extending guidance to the
 Centre/States on various aspects of Pest Management in Plant Protection.
·                      To guide and coordinate collection of technical information from national and international
 Literature on different aspects of insect/pest problems and their control.
·                      To plan, guide, supervise, coordinate and implement the programmes on Biological control/IPM
 of crop insect pests and weeds.
·                     To formulate policies for regional, national and international cooperation for IPM/Pest
 Surveillance, regionalization and training of technical staff etc.
I dedicated 35years of my services to the Indian Plant Protection in the Directorate of Plant Protection, Quarantine and Storage (Dte of PPQ&S) in Department of Agriculture and Co-operation (DAC) under Union Ministry of Agriculture, Govt. of India. During this period, I served in Bio-control, Surveillance, Integrated Pest Management (IPM), Plant Quarantine, Locust Control & Research schemes and its Central Insecticide Laboratory (CIL), Faridabad under Implementation of Insecticide Act scheme of the Dte and gained the experience and knowledge of field, laboratory, and extension work besides formulating policies and planning for the scheme of Locust Control & Research and Integrated Pest Management as a Scheme Officer. Liaisoning and interacting with national and international agencies and personalities, farmers, extension workers and other stake holders remained some of the spokes of umbrella of my work.
           The stopping of aerial spraying on my advise in most of the sugar cane growing states of India due to colonizing and establishing the ectoparasite Epiricania melanoleuca by me, launching of successful locust control operation for the first time in cold desert area in Ladakh region of J&K state during 2006 and in Schedule Desert Area (SDA) of Rajasthan in 2005, destruction of 14 No's of consignments of garlic imported from Pakistan at Rail Cargo Amritsar during 2007-08, revision of IPM packages of different crops with latest inputs of Good Agricultural Practices and conducting of Season Long & Short duration programmes for the benefit of Indian farmers & citizens, the promotion of e-pest surveillance in country gave me heartfelt satisfaction in the interest of the nation. Yellow rust of wheat appeared in Northern states like Punjab, Himnachal Pradesh, UP, Haryana & Uttrakhand since 2011 in significant proportion which was managed by way of operating strict surveillance and advisory programme operated under my supervision since then. However, pest forewarning and networking of all field stations of the Directorate need to be paid more attention.
                             More environment, eco and trade friendly and safe to the animals and human being plant protection measures are needed to conserve Indian Bio Security for which my services are ever ready.

Plant Quarantine
·   Interception of Quarantine Pests: Embellisia allii, an Exotic fungal pathogen intercepted on 14 garlic consignments imported from Pakistan during the year 2007. All the infected consignments were ordered for  deportation/destruction. Finally all the 14 consignments were destroyed/incinerated in the presence of Customs and RPQS authorities during March 2008. A total of 530.864MT of garlic was destroyed.
·   Interception of Quarantine Pests: Mould infestation on almonds imported from Australia at ICD Ludhiana during September 2009 was intercepted in a consignment weighing 21.546 mt. This consignment was destroyed during November, 2009
·   PQ Stations set up at Salamabad and Chakan-da-bagh (J & K) on 21st Oct 2008. These stations are working under RPQS, Amritsar
·   RPQS Amritsar got ISO 9001-2000 certification for the first time w. e. f. 17.11.2008. 
·    To facilitate the bulk export of five perishable commodities viz. tomato, potato, onion, ginger and meat, issuance of PSCs was started by establishing a special counter at Plant Quarantine Station Attari Wagha Border w.e.f.12.10.2007. Later on the commodity like Garlic, Green Chilli, Pine apple, cotton, soybean meal extract and assorted fresh fruits were also included.
·   8-Detailed survey was conducted for the establishment of pest free areas for Brown rot (Ralstonia solanacerum) of potato at Jalandhar, Hoshiarpur, Kapurthala, Ludhiana, Moga and Amritsar Districts.

Locust Control
·      Locust warning Organization- a profile: varies technological advancements were described in the paper
·      Restructuring of Locust warning Organization
·      e-locust and RAMSES   (Reconnaissance And Management System of Environment of Schistocerca) systems of locust reporting was introduced for the first time in India during my tenure as DD(LC) during 2006-07.
·      An operational contingent plan for Locust control campaign in Scheduled Desert Area (SDA) of India was published as operational guidelines.
·      Early warning system for desert locust was developed and published.
·      Methodology for management of Locust control operation/campaign was published in length.
·      An outbreak of migratory locust appeared in Ladakh region of J&K state during 2006 was successfully controlled. The success story was published.

Integrated Pest Management (IPM)
·   Input from FAO, ICAR, SAUs, State department of Agriculture & Horticulture was utilized to gradually replace conventional pesticide use with need based and subsequently by Integrated Pest Management approach in different crops.
·   Conducting Season Long & short duration Trainings on IPM in different crops
·   Conducting Farmer Field Schools on IPM in different crops
·   Significant reduction in number of application of pesticides in IPM and Non-IPM fields was achieved due to adoption of IPM.  The cost Benefit ratio remain high in IPM field in comparison to Non-IPM field similarly percent Increase in Yield was also achieved in IPM fields in different crops like cotton, Rice, Soybean, Gram, vegetables, wheat, Potato and Sugarcane etc.
·   The Consumption of bio-pesticides is remain increasing trend since 2008 whereas the use of chemical pesticides was found in decreasing trend.  
·   Encourages farmers to adopt Good Agricultural Practices

Milestones / achievement as Additional Plant Protection Adviser-IPM
A.    Infrastructure Development :

1.   Establishment of 4 new CIPMCs one each at Nasik, Vijayawada, Agra and Jaipur was got sanctioned by DAC vide letter no. 12026/04/2014-pp-I dated 14th, Jan, 2015.
2.    One pest diagnostic unit at CIPMC Faridabad was got sanctioned vide  DAC letter no 12026/01/2014-PP-I dated 29th October, 2014
3.   12th plan EFC memo has approved the e-pest surveillance system to be implemented with close coordination with ATMA (Agriculture Technology Mission Agency).
4.   Efforts were made to create facility for quality control of bio-pesticides at five regional CIPMCs and 2 RPTLs by way of procurement of equipment and placement of staff.
5.   A new building at CIPMC Sriganganagar was completed /constructed.

B.     Technical Programme:
1.       “Grow Safe Food” campaign was launched by wide publicity through placement of hoarding at prominent public places in 28 states and one UT by 31 Central Integrated Pest Management Centers located in these states. Apart from public places the similar hoardings are also placed and also being placed in the villages where the IPM FFS have been and are been conducted in the ensuing Rabi Season.
2.      Special training programme of pesticides dealers of 2 days duration on safe and judicious use of pesticides were also conducted in 28 states and 1 UT by the respected CIPMCs of these states during 2014-15. The  message of “Grow Safe Food” is also been uploaded on the website of Directorate of Plant Protection Quarantine & Storage (DPPQ&S) under DAC of Govt. of India and been scrolled on home page of the website for wide publicity of this programme.
3.      Participated in Krishi Vasant programme organized at CICR Nagpur from 9-13 Feb 2014, by way of organizing an Agro Eco System Analysis (AESA) based ecological engineering demonstration in cole crops and by organizing an exhibition of live specimen of farmers friendly insects and models related with Integrated Pest Management Technology.
4.      Mitigation of Pest Emergencies –
The following pest emergencies/pest outbreaks were mitigated timely:
i.        The problem of swarming caterpillar on rice crop in Odisha state was mitigated by way of launching e-pest surveillance an advisory programme organized with the closed collaboration with state government, NCIPM, CIPMC Bhubneshwar during 2010-11 to 2014-15 in 30 districts of the state.
ii.      The problem of yellow rust of wheat is being managed every year since 2010-11 in Northern State like Punjab, Himachal Pradesh, Haryana, J&K, Western Uttar Pradesh and Uttarakhand every year through regular disease monitoring and surveillance programme.
iii.    CIPMC Lucknow has successfully managed late blight of potato and leaf curl of tomato by IPM method during 2013-14.
iv.    Containment of brown rust of wheat during 2012-13 and 2013-14 by CIPMC Lucknow.
v.      CIPMC Bangluru Participated in eradication and management programme of Ambrosia psilostachya and invasive weed of South America origin being organized by NIPHM Hyderabad and state government of Karnataka.
vi.    Containment of stem gall disease (Longia disease) of coriander crop in Haroti region of Rajasthan state during 2014-15 by way of regular pest surveillance and issuance of regular disease advisories.
vii.  Tuta Absoluta An invasive pest of South American origin found invaded in certain western and southern states of India during 2014-15 is being managed by way of IPM approach in closed collaboration with CIPMC Bangluru, CIPMC Nagpur, CIPMC Baroda, CIPMC Hyderabad, CIPMC Trichy and their respective State government and research institutions.   
5.      Sikkim emerged as an Organic State. Sikkim has emerged as an organic state to produce Agri-products without use of chemical pesticides.
6.      Preparation of Standard Operating Procedure (SOP) on IPM: One Standard Operating Procedure (SOP) on IPM was prepared which is placed on DAC’s and Directorate’s website for public use.
7.      Preparation of Manual on Farm Production of IPM inputs: One Manual on Farm Production of IPM inputs is prepared.
8.      Issuance of Pest Advisories: Pest advisories were issued in form of SMS through Kisan Portal of DAC and also through e-mails.
9.      Heading of National IPM Programme: Headed National IPM Programme in India.
