Recommendations of Wood head Commission about Central Plant Protection Organization
The Woodhead Commission (Famine Inquiry Commission, 1944) recommended establishing a central apex body to minimize crop losses and prevent pest-induced food shortages. This led to the creation of the Directorate of Plant Protection, Quarantine and Storage (DPPQS) in 1946 to advise central and state governments on all agricultural plant protection matters. [1, 2, 3]
Key Recommendations & Scope of the Directorate
- Plant Quarantine: Regulating the import and export of agricultural commodities. The Commission recognized the need to prevent the introduction and spread of exotic pests, which resulted in the implementation of the Destructive Insects and Pests Act and the Plant Quarantine Order. [1, 2, 3, 4, 5]
- Locust Control & Research: Establishing dedicated units to conduct surveillance, track migration, and coordinate preventive measures against destructive outbreaks. [1, 2, 3]
- Integrated Pest Management (IPM): Advising on crop production strategies to reduce yield losses to pests through sustainable, chemical, and biological measures. [1, 2]
Today, this apex organization operates under the Directorate of Plant Protection, Quarantine & Storage (DPPQS), headquartered in Faridabad, Haryana, and functions directly under the Ministry of Agriculture and Farmers Welfare. [1, 2]
