Themes are the reference or subject matter of the subject or the main gist of the different objectives of a subject.As we know that we are doing different types of activities to sustain life on earth which give either possitive or negative results .The possitive results results if they are accepted by the society for further use are considered as concepts. The concepts are changed as per the requirements and needs which tend us to see these concepts in different perspectives as per the need or requirements.The role of different concepts in respect of different perspectives due to expansion of the needs or requirements are called as themes.Thus the themes are made.When we change the perspectives then the subject matter of a same concept is changed which is called as theme of the main concept and accordingly the mandate of the concept is changed.

How to deal with locust problem continued......
11.Regular monitoring of global locust situation through FAO locust situation bulletins especially around red sea coast must be undertaken to note thelocust buildup and its movements around red sea coast where both summer and winter breeding grounds of locust are found .
12.Border surveys,Border meetings,cross country surveys must be intensified and undertaken regularly to note the status of locust population found in SDA
13.LWO must be treated as defence and paramilitary system of the country and must be always ready to coup up the locust situation for which it should be kept fully equipped with man,material,machines,methods and money along with emergency fund to manage the locust control Operations.
14.Enhancing the cultivation in Scheduled desert area also enhance the chances of locust breeding due to formation of congenial micro climate for locust breeding even in hot weather.
15. Historical data bank of locust situation,and detailed success stories must be maintained by way of using computer.
16.IT based Technologies like RAMSES TECNOLOGY ,e locust system of locust survey and monitoring also be included for the management of locust control operation.
17.It has been also observed that some times Pakistan don't take interest in locust control and allow the invasion of locust swarms into India from May to December when the wind direction is generally toward India .In such conditions it become compulsory to control locust in our SDA to avoid their movement to other part of our country.
18 .Different strategies are adopted to control different stages of locust such as hopper control is undertaken by staying in same spot or same place whereas for control of groups of fledgling, adults and swarms one has to move from one place to other place for chasing the swarm.Moreover for local breeding and small upsurge of locust the ground control operation is required and for control of locust population in large scale large like in form of swarms and upsurge the aerial control operation is required.

How to deal with Locust problem in Scheduled Desert Area.
The following check points must be followed while dealing with the Locust problem in SDA.
1. Regular surveys must be carried out during Locust active season as well as calm season
2.Always keep ready all control potential as ready to use with in no advance notice .
3.Ever ready never fuse principle must be followed.
4.Adopt zero tolerance policy to control Locust as there is no Economic threshold level is followed because of very high feeding potential of locust.
5. Let's know first, wheather the locust problem is because of its local breeding or it is invasion from other countries like Pakistan or China as once during 2006 the invasion of Migratory Locust from China was observed in Cold desert area of Ladakh region of J& K state which was also controlled by organizing the control operation in cold desert area in my supervision.
5.The desert locust may enter or invade in to India
either from Bhuj area of Gujarat state or from Pakistan side through Jaisalmer or Barmer area.
6.If it is local breeding then control it before it could form swarms.
7.The ecosystem of the Scheduled desert area of Rajasthan is changing very fastly due to Development of the irrigation facilities due to Indira Gandhi Canal.The soil along with this canal may have sufficient moisture for its breeding or egg laying.These places must be observed very critically or thoroughly to detect the locust population.
8.chasing the locust Swarms during evening hours to note the exact place where the locust population settles during evening.Pin point the such areas in evening itself.
9 ,Ensure and make the availability of all the control inputs or materials including man ,material ,Machnery,,methods,and sufficient money in those pin pointed areas in night itself.
10.conduct control operation very early morning before sun rise as after sun rising the locust will start to fly and then it is not advisable to control the desert locust locust.

Locust is a natural disaster .It is a pest of global status .It is an unpredictable pest which is a sleeping giant which may flare up at any time and can cause heavy loss of food, fodder etc resulting in the famine .The Global locust control efforts are coordinated by F A O.
India is having an ever impending threat of locust invasion .Its invasion s through Indo Pak border have been recorded on several occasions.
Locust control Operations or Campaign is a kind of War which requires prompt flow of informations,collection of intelligence,taking spot decisions,deploying control potential to the field or locust affected areas,besides advance planning, preparation,proper and expert deployment of resources,regular supply of the essential inputs, strong and encouraged leadership,good communication skill,proper judgement and analysis of situation,working withteam spirit,always be motivated on stress,hard and inhospitable desert conditions,helping and co operative
attitude with colleagues and the members of the control teams,facilities for onspot repair of offroad vehicles and locust control equipment are very essential requirements for successful execution,and management of Locust control Operation.
Locust Warning Organisation (LWO) is responsible for organizing locust control Operations in Indian Scheduled Desert Area .State Govt is also cooperating with the locust Control work especially in cultivated areas.
I have worked as Scheme in- charge of Locust Control And Research Scheme of the Dierectorate of plant protection,quarantine and Storage on several positions and organized and ,managed several locust invasions in Indian Scheduled Desert Area of Rajasthan, and Gujarat states and also in Cold desert of Ladakh area of J& K States .I also participated in the worst locust invasion observed during 1993 besides its invasions found during 2005 in Scheduled Deser area and during 2006 in Cold Desert of Ladakh region of J&K State where the invasion of Migratory Locust was reported . The experience gained during the management of these locust control Operations are placed in the next blog.
